A consequential effect must instead be admitted through an independently enforceable boundary that determines whether the proposed action is authorized, within scope, supported by sufficient evidence, and safe to apply to the current state. The objective is not to prove that an intelligent system is always correct. The objective is to ensure that intelligence cannot convert uncertainty, error, manipulation, or unauthorized intent directly into consequence. Every admitted effect must be attributable, bounded, reproducible, and supported by durable evidence. Every denied or unresolved effect must preserve the last admitted state and produce an equally legible record of why execution did not proceed.
